The term highlights concerns that this coalition wields significant influence over public policy and societal norms, often advancing its own dominance through the aggregation and monetization of personal data. The concept echoes the warning issued by President Dwight D. Eisenhower in his 1961 farewell address regarding the "military-industrial complex." In 2018, Apple CEO @Tim Cookpublicly warned about the rise of the "data industrial complex," noting its pervasive, unregulated surveillance and the risks it poses to user privacy and democracy. Cook’s remarks emphasize that the platforms and algorithms which once promised societal benefits can also intensify negative human behaviors and enable both state and non-state actors to manipulate public trust, sow division, and distort truth. The idea has been further compared to historical examples of corporate manipulation, as seen in Steve Peace’s analogy to Enron’s media and market tactics.
